Licensing & Career Pathways Guide for Internationally Educated Professionals




Introduction to the Accounting Profession

Accountants play a vital role in Canada’s economy by providing financial reporting, auditing, taxation, and strategic advisory services across all sectors. In Ontario, the accounting profession is regulated under the Chartered Professional Accountant (CPA) designation, which is nationally recognized and required for many regulated accounting and senior finance roles.


Regulatory & Professional Bodies


1. CPA Ontario

  • Provincial regulatory and licensing body for CPAs in Ontario

  • Oversees education, examinations, practical experience, and registration

  • National organization responsible for the CPA Competency Map and Common Final Examination (CFE)

Main Pathways for Internationally Educated Accountants

Internationally educated professionals typically follow one of three pathways depending on their prior education and professional designation.


PATHWAY 1 — CPA Professional Education Program (CPA PEP)


This is the most common pathway for internationally educated accountants. My CPA Portal


Step 1: Credential Assessment

If you have a qualification from a post-secondary institution outside Canada, you must request an International Credential Advantage Package (ICAP) course-by-course evaluation carried out by World Education Services (WES).Credential Evaluation Requirements for Chartered Professional Accountants of Ontario (CPAO) - WES


  • Apply to CPA Ontario for an International Credential Assessment

  • Submit:

    • Degree certificates and transcripts

    • Course syllabi (if requested)

    • Proof of professional designation (if applicable)

Outcome:

  • Courses exempted OR

  • Additional preparatory courses required

Timeline: 8–12 weeks

Cost: ~$600–$1,000


Step 2: Complete Preparatory Courses (if required)

You may be required to complete Canadian-equivalent accounting courses in areas such as:

  • Financial Accounting

  • Management Accounting

  • Audit & Assurance

  • Taxation (Canadian)

  • Finance

Where courses are completed:

  • CPA Ontario Preparatory Courses (PREP)

  • Approved universities or colleges

Timeline: 6–18 months

Cost: ~$1,200 per course


Where to Take CPA PREP Courses:

·        Directly through CPA Ontario

·        Partner institutions: Athabasca University, University of Toronto School of Continuing Studies, Toronto Metropolitan University (TMU), etc.


Step 3: CPA Professional Education Program (PEP)

CPA PEP consists of six modules:

  1. Core 1 – Financial Reporting

  2. Core 2 – Management Accounting

  3. Two Electives (e.g., Assurance, Tax, Finance, Performance Management)

  4. Capstone 1 – Integrative case-based module

  5. Capstone 2 – CFE preparation

Timeline: 2 years (can be accelerated)

Cost: ~$12,000–$14,000


Step 4: Common Final Examination (CFE)

  • National 3-day examination

  • Case-based assessment of technical and enabling competencies

Offered: Once per year (September)

Cost: ~$1,500


Step 5: Practical Experience Requirement (PER)

  • Minimum 30 months of relevant paid accounting experience

  • Two routes:

    • Pre-Approved Program Route (PPR)

    • Experience Verification Route (EVR)

📅 Timeline: Up to 30 months


Step 6: Apply for CPA Membership (Ontario)

  • Completion of education, CFE, PER, and ethics requirements

  • Apply to CPA Ontario for membership


PATHWAY 2 — Mutual Recognition / Reciprocal Agreements

Some international accounting bodies have Mutual Recognition Agreements (MRAs) with CPA Canada.


Examples include:

  • ACCA (UK)

  • ICAEW (UK)

  • CA Australia & New Zealand

  • CPA Australia

Eligible candidates may:

  • Be exempt from CPA PEP modules

  • Write only the CFE or a specific exam


PATHWAY 3 — Mature Student Pathway


For professionals without a recognized accounting degree but with significant experience.

Eligibility (General)

  • Age 25+

  • At least 8 years of relevant work experience

  • Demonstrated competencies in accounting and finance

Additional PREP courses are usually required.


Language Requirements

  • English proficiency may be required if education was not completed in English

  • IELTS Academic / General may be accepted

  • OSAP (for eligible post-secondary studies)

  • Employer tuition reimbursement

  • Credential Recognition Program (CRP) loans upto $30000
